||| Westville Program
The State of Connecticut Department of Economic and Community Development (DECD) is providing a limited amount of funding to help correct structural damage to homes that is due to documented land subsidence, within a target area of the Westville section of New Haven. Capital for Change (C4C) is administering the program. Property owners who wish to participate will be required to sign and complete a set of documents including: an application, a property access form and an indemnification agreement to participate in the program. While most homes experience modest settling, this program will focus on significant subsidence related structural damage such as major cracks in basement floors or walls, door and windows that do not close plumb and parts of the home, such as steps and garages that are no longer properly aligned. Because funding is limited, the program will most likely not be able to address every applicant.
Qualifications & Income Requirements:
This program is primarily available to owner – occupants. Rental properties are not eligible. Homes must be located within the Westville target area (see map) with structural damage determined to be the result of land subsidence. There are NO INCOME REQUIREMENTS.
Funding:
Funding is limited. Properties will be ranked by a structural engineer and a construction expert according to the severity of the damage. Homes that are determined to have major structural deficiencies will receive priority funding consideration. Every effort will be made to help as many homeowners as possible. *** Funding will be in the form of a grant that will pay contractors to make repairs. Funds will not be paid directly to homeowners and no lien will be placed on the property.
