Solar Panels on Roof

The Dept of Housing is providing $19.5 million to increase and promote homeownership across the state with an emphasis on urban areas for the rollout.

  • Energy Conservation Loan/Connecticut Home Improvement Program - $8.5 million – *low-interest loans* directly for homeowners to make energy improvements/repairs, as well as related housing code repairs to make their homes more energy efficient.

  • Time To Own – Rehabilitation Program, under which new homeowners that received assistance under the Time to Own acquisition program can apply for “deferred loans” to make repairs or improvements on their homes. These activities can include replacing a well or septic tank, a new roof, or improvements to plumbing or electrical systems.
