Earl Randall has over 20 years of experience in community development finance with advanced training and expertise in HUD counseling program administration, residential loan program administration, small business, nonprofit, and Brownfield’s lending. More recently, Mr. Randall has led Capital for Change’s re-entry into the Small Business arena via the State of Connecticut’s “Boost” Small Business program. This pilot program’s objective is to provide lending capital with a focus on Black and brown small businesses that have been unable to secure capital at reasonable rates. In 2020, he was one of the principals in creating the highly successful Hartford Small Business Emergency grant program. This program provided grants of up to $10K to Hartford businesses adversely impacted by the Covid-19 pandemic. Capital for Change partnered with the Hartford Foundation for Public Giving and the City of Hartford to launch this highly successful program. Mr. Randall has extensive investment experience and had previously secured seven investment licenses while working at Morgan Stanley, including managed futures, Life Insurance Series 7, Series 63, etcetera. He is a graduate of Wesleyan University in Middletown, Connecticut.
